The training program seeks to deepen understanding of the membership services to enterprise aiming to provide knowledge / information and hints to improve organizational effectiveness of the service through (1) understanding some best practices, (2) learning new models / movement and (3) mutual discussions. Attached is the proposed program.
The training seminar will be conducted by Japanese lecturers from the Japan Chamber of Commerce and Industry (JCCI) and local speakers.
Participants must be: 1) Filipino citizens; 2) senior officers and staff members of local chambers of commerce and industry; 3) between 25-60 years of age; 4) university graduates and/ or have equivalent professional experience; 5) have a good command of a spoken and written English; and 6) able to attend all the lectures during the training course.
However, the following are disqualified to participate: 1) employees working for the government and companies with Japanese as well as other foreign investments, and 2) students or armed forces personnel.
Priority will be given to those who attended the Training Program on Management of Chambers of Commerce and Industry last February 2008.
The AOTS will provide accommodations for participants from areas that are more than 50 kms. away from the training venue. AOTS will likewise shoulder the cost of lunch and snacks. Live-in participants will shoulder the cost of dinner and transportation to the seminar venue.
Applicants must submit the fully accomplished application form which we hereto attached to PCCI Secretariat (3/F, Employees Compensation Commission Building, 355 Sen. Gil Puyat Avenue, Makati City, facsimile no. 8991727, email: grace.morella@philippinechamber.com) not later than 28 November 2008. These will then be forwarded to AOTS –Japan for final screening. The Training Program on the Chamber of Commerce and Industry in Philippines
1. Background
AOTS – the Association for Overseas Technical Scholarship – is a non-profit association run with Japanese Government subsidies from the Ministry of Economy, Trade and Industry (METI). Since its establishment in 1959, AOTS has been conducting various technical and management training programs in Japan for the people of developing countries. The total number of participants in past AOTS training programs amounts to almost 135,000 from about 170 developing countries and regions. These former participants are playing very important roles in industry and contributing greatly to the economic development of their respective countries.
With regard to the economic development, in Japan, a nationwide network of chambers of commerce and industry has been established, and this has contributed to the development of the local economy and the advancement of small and medium-sized enterprises.
In the same way, chambers of commerce and industry in Asian countries are playing an important role in their countries and the revitalization and improvement of the organization and activities of chambers of commerce and industry in the countries of Asia is a pressing issue. Consequently, the Japanese Ministry of Economy, Trade and Industry is endeavoring to develop systems for economic groups such as chambers of commerce and industry, as well as cultivating the requisite human resources.
Cooperating with this project, AOTS will organize two days training program in the Philippines in this fiscal year that focus on the membership services of Chambers of Commerce and Industry.
2. Program Outline
(1) Objectives:
To deepen understanding of the membership services to enterprise aiming to provide knowledge/information and hints to improve organizational efficiency and effectiveness of the service level through (1) Understanding some best practices, (2) Learning new models/movement and (3) Mutual discussions.
(2) Language: All lectures will be conducted in English or in Japanese with translation into English.
The program documents and handouts will be prepared in English.

3. Participation Requirements:
(1) Participants should be Philippine nationals.
(2) Participants should be staff members of CCI.
(3) Participants should not be government employees in principle.
(4) Participants should not be employees working for a company with Japanese investment as well as other foreign investment in principle.
(5) Participants should be nominated by PCCI.
(6) Participants should be between 25 and 60 years of age.
(7) Participants should be university graduates and/or have equivalent professional experience.
(8) Participants should not be students or armed forces personnel.
(9) Participants should have a good command of spoken and written English.
(10) Participants should be able to attend all the lectures during the training course.
4. Training Expenses:
The program will be conducted as an official development assistance (ODA) project of the Japanese government, and will be carried out without collecting participation fee and teaching material fee from the participants.
Accommodation: AOTS will prepare accommodation for participants from areas that are more than 50km away from the training venue in a straight line, except the same city. Participants who need accommodation should contact PCCI beforehand.
Transportation: AOTS and PCCI will not cover any transportation expenses.
5. Application Procedure:
Please submit the application form (attachment 2) to PCCI by fax before 29 November 2008.
The application documents will be forwarded to the Screening Committee organized by AOTS for official approval of participation. The result will be informed to the applicants through PCCI before 10 December.
